Empowering Pilar’s Fisheries with Solar-Powered Innovation


In Pilar, Cebu, where fishing is central to daily life, preserving fresh catch has been a challenge for local fisherfolk. To address this, PHilMech, in partnership with Senator Cynthia A. Villar’s Office, DA-Regional Field Office 7, and the Pilar LGU, launched a ₱3.9 million solar-powered ice block machine in Lower Poblacion on February 19, 2025.

The facility produces up to 150 kilograms of ice per cycle, operating four times daily to provide a steady supply crucial for keeping fish and perishables fresh. Powered by solar energy, it reduces reliance on conventional electricity, lowers costs, and supports environmental sustainability. The plant features modern equipment including solar panels, hybrid inverter, water filtration, and eco-friendly cooling systems.

This innovation is expected to improve livelihoods by extending catch shelf life, minimizing spoilage, and opening access to broader markets. As Agriculture Secretary Francisco Tiu Laurel Jr. said, proper icing can keep fish fresh for up to seven days, allowing fishermen to reach higher-demand markets.
